System footer obscures button in merge request

Summary

If a footer is added to an Gitlab instance (appearance -> system header and footer) it will 99% obfuscate the "Submit Review" button in the Merge Request/Diff View

Steps to reproduce

Add a footer, add a comment to a merge request. The global button to submit your review is blocked
