Auto DevOps container scanning job fails waiting for clair daemon to start

Summary

When running Auto DevOps pipeline on GKE, the container scanning job always fails with the following message:

Steps to reproduce

  1. Create a project on a GitLab server and copy project https://gitlab.com/gitlab-org/project-templates/spring to it.
  2. Create a GKE cluster and install Helm Tiller and GitLab runner on it.
  3. Run a pipeline.
