Add Fisheye/Crucible service

Customer requests we add Atlassian FishEye/Crucible project service. When git polling is configured on the FishEye/Crucible side it polls a lot and for this customer results in 10% of total requests. https://confluence.atlassian.com/fisheye/configuring-commit-hooks-315327572.html has documentation on how to integrate.
