Upgrading account from free to Gold , not working

After being downgraded to the free account, upgrade back to silver or gold does not activate the featues. Instead we get the following message :

Automatic downgrade and upgrade to some plans is currently not available. Please contact Customer Support in that case.

Gives an error page not found .
