Pipeline independent maven repository

The local maven repository is rebuilt each time a pipeline is executed. This costs a lot of time. All libraries that are used must be downloaded at each pipeline execution. A local maven repository should be reusable across the pipelines. This feature should of course be optional and the local maven repository should also be completely deleted, if it ever comes to problems.
