Allow linking related issues while creating the new issue itself
Description
Currently, related issues are not extracted from the issues description like related merge requests (See gitlab-ce#43835). This requires to write the issue and afterwards manually add the related issues.
Proposal
- Allow the specification of related issues while creating / editing the issue itself.
- Assist the user by offering related issues based on the issue description (based on mentioned issues -- no AI needed)
