Problem to solve

Accepting TOS/Privacy on registering for GitLab.com is required. We currently show it next to our e-mail opt-in in the same way in the UI, but e-mail opt-in is optional.

We should show that TOS/Privacy is a requirement, but that e-mail opt-in is not.
