Naming & collecting our artifacts in one place

We currently have artifacts spread around the GitLab UI in a few places, under a few different names:

1. Packages: Maven packages, plus intended to serve as a home for other package types we will be adding soon. (APT, RPM, NPM, etc.)
2. Registry: Docker images
3. CI / CD Artifacts: Not currently a sidebar item, but a button within a job.

We should think about:

1. What the sidebar item should be named.
2. What should be included.
3. Can we reduce confusion with anything else? (I.e. Job artifacts?)

Proposal

1. Call it Artifacts
2. Include items in Packaging & Registry.
3. Think about what to do with CI job artifacts. Maybe a simple an empty state telling people where to get them, and a button to jump to the Jobs screen.
