Geo: Replication spec failing due to backoff delay

https://gitlab.com/gitlab-org/gitlab-qa/-/jobs/105270951 is an example failing build. I see Geo::FileDownloadDispatchWorker running on the secondary:

The skipped is suspicious. I don't see any API calls to /api/v4/geo/transfers in the primary logs.

This may be a regression of https://gitlab.com/gitlab-org/gitlab-ee/merge_requests/7470, since it may take another 5 minutes to pick up this change.
