Improve Cluster Health UX when Prometheus not yet installed

We did a great job of improving the UX of the k8s screen, but the cluster health section looks more out of place now.

I'd rather not hide the section, so people know it is there. What I would suggest is a small graphic (perhaps a whited out screenshot of what the metrics could look like) with a simple message to Install Prometheus to get cluster health metrics.
