Usage ping for Group Security Dashboard

Problem to solve

We want to know which is the adoption of the Security Dashboard at group level. Usage ping will show if users are using this feature in their projects.

This data will be available in Looker.

Proposal

Check how many times the Group Security Dashboard is accessed.

This can be done for GitLab.com via Snowplow (see https://about.gitlab.com/handbook/product/feature-instrumentation/#adding-events-to-snowplow) to track every time a security dashboard page is accessed (e.g., https://gitlab.com/groups/gitlab-examples/security/-/security/dashboard).

We can extend on self-managed in a future iteration if this is not easily achievable.

What does success look like, and how can we measure that?

We are able to collect stats.
