Move incremental rollouts from CE to EE

Currently, users are able to configure incremental rollouts in CE, however, they can only be visualized in EE (edition for which the feature was designed).

Proposal
Move the frontend configuration of incremental rollouts to EE.
What does success look like, and how can we measure that?
