Global Description Templates for Issues and Merge Requests

Description

there are only issue/mergeRequest template for project. it is time-wasting if other project want to reuse the issue template of other projects

Proposal

it is better the administrator can define the template for all the new-created projects
and the master or owner of projects can edit the default template
