Automatically generated TOC for markdowns

Problem to solve

Markdowns can be huge and have many sections. So it's not easy to navigate. Currently you have to create manually a TOC

Proposal

So it would be great, if GitLab would support to render automatically a TOC, that can be shown and hide by the user.

What does success look like, and how can we measure that?

Might be rendered on the right side and the user might hide it, if the users wants to.
