Trial license expire notification banner to only administrators vs all users

There is an instance-wide banner message displaying to all users when a trial licenses expiration is a week out. For full license keys, the message is only shown to admins.
Following internal discussion, this can be seen as a little aggressive depending on the timing and who is trialing.
This is a proposal to revisit the initial requirement and see what alternatives there are such as decreasing the time before displaying it to all users rather than only admins, or an option to dismiss the notification.
