Automatically link any issue mentioned in the description of an issue as related

It's kind of annoying to copy/paste issue numbers/URLs into related issues when they're already in the issue description. I'd like to see Related: #<number> automatically trigger a relationship, but really, any issue mentioned in the issue description is probably related.
