Allow a GitLabber to change billing frequency for a GitLab.com group
Problem to solve
We'll bill users on a monthly basis for "users over license" on GitLab.com. Some large organizations may want to do this on a less frequent basis. We may want to disable it altogether for some, as account managers/sales may want to be involved in the process for a higher-touch model.
Proposal
Monthly billing should be the default model, but we should allow a GitLabber (in SFDC?) to designate a group to be auto-billed on a less frequent basis. Options should be:
- Quarterly (every 3 months)
- Semi-annually (every 6 months)
- Annually (every 12 months)
- Never (true-ups are done by hand)
