Add template repository usage to the usage ping

We are introducing instance https://gitlab.com/gitlab-org/gitlab-ee/issues/5306 and group https://gitlab.com/gitlab-org/gitlab-ee/issues/5987 file templates - we should measure usage to improve adoption over time.

Proposal

Add a count of the number of template repositories in use, instance and group combined
