Make more detailed metrics available

Large customer would like more detailed metrics.

• How many (and which) users performed certain activities
  • Made a commit, or two, etc.
  • Only viewed files, issues, etc. (and which of these)?
• Show this (selectively) across projects, groups, and the entire server
