Periodically check status of Prometheus alerts

With we will be starting to track the status of alerts within GitLab. There is a chance however that an alert webhook could go missing, and state could become desync'd between GitLab and Prometheus. To solve this, we should periodically query the Prometheus ALERTS API, and make sure we are still in sync.
