Link to create issue via email not shown before existing issue is created

Summary

The link to "email a new issue to this project" is only shown after another issue is created. In other words, the first issue cannot be created by email.

Steps to reproduce

Create a new project. Go to the issues page. Try to find the link to create an issue via email.

What is the current bug behavior?

Link doesn't show up before creating an issue in the web interface.

What is the expected correct behavior?

Link shows up immediately.
