multi_project_pipelines works while having starter license.

Summary

A customer with a starter license is able to use the feature multi project pipelines

License.current.feature_available?(:cross_project_pipelines) 
=> false

License.current.plan 
=> starter

Steps to reproduce

1. Create Project
2. Follow https://docs.gitlab.com/ee/ci/triggers/README.html#ci-job-token to set up the configuration

What is the current bug behavior?

The cross pipeline works

What is the expected correct behavior?

Not able to get this up and running

Because this is a self-managed GitLab instance I don't have all the information available but will share this issue with the customer to ask if they can add additional information.
