Kaniko breaks in kubernetes after upgrade

Summary

The k8s runner deployed in kubernetes is stuck at 10.3 for a while. It needs to be upgraded to 11.2. That is chart version 0.1.33. MR following up shortly.

Steps to reproduce

Try building a docker image with kaniko. It will fail unless the runner is at 11.2

Possible fixes

Upgrade the chart version
