License management popup should include a link to the license

The licenses tab in pipeline adds a lot of flexibility to approve/blacklist licenses, but in addition to those options there should be a link to the license itself.

Any unknown license should't be approved/blacklisted without actually reading the license, which first means finding it.

Proposal

Add a link to the license popup in the pipeline/licenses tab, which in most cases is available via the license url in the license management report.
