Feature availability of File Locking

Make the feature File Locking available in at least Starter edition.

File locking is such an important core feature with a team collaboration software like GitLab that it should be made available in all editions or at least in the self-managed Starter edition.

We not only need file locking with binary files but also with XML files, which can't be compared and merged properly.
