Entering weight value when creating a new issue

  • When creating a new issue, there is a weight dropdown, it should be consistent with the behavior of entering a weight value of the issue sidebar, as a follow up to https://gitlab.com/gitlab-org/gitlab-ee/issues/7262.
  • It should not be a dropdown. It should be a text input, exactly same as issue sidebar.

The following should change:
