Unable to see system header and footer form with Ultimate license

Description

When running EE locally with an Ultimate license installed, I am unable to see the system header and footer form under "Admin -> Appearance". It looks like it's not passing the feature check.

Steps to reproduce

(Start local GDK environment)

1. Create and download a new Ultimate license file
2. Install a fresh GDK environment with gitlab-ee as the repo
3. Start the GDK environment

(Upload license and check settings)

1. Login
2. Go to "Admin -> License" and upload the newly created Ultimate license file
3. Go to "Admin -> Appearance"
4. The input for system header and footer is not there ☹
