The shared Runners pipeline minutes quota is not currently listed under https://gitlab.com/gitlab-org/gitlab-ee/blob/master/ee/app/models/license.rb.

This was introduced a long time ago (8.16), before tiers were introduced.

I stumbled upon this when updating the CI/CD admin docs https://gitlab.com/gitlab-org/gitlab-ee/merge_requests/6872.

So, the question is: what tier does it fall under, and should it be used outside of .com at all?
