Problem to solve

Its not unusual for large Enterprise organizations to have multiple GitLab instances for different business units.
However, they may want to control licenses through a single server much like they would control authentication via a single LDAP server.

It would be useful to designate a single GitLab server as the "central licensing server" and other GitLab servers could be configured to use that server for licensing.

Additionally, this would make user counts and true ups much easier and more accurate.

Proposal

Designate a single server as the "licensing server" and allow other GitLab servers to connect to it to report users and for the license file.
