Add a "manage licenses" button in the report

Problem to solve

When dealing with License Management in the merge request widget, we can easily add new entries to our policy using the interactive report. What is still missing is the ability to manage existing entries in the policy, for example to remove them if they are added by mistake.

We have to go into the settings page, but it is not an obvious step.

Proposal

Add a Manage Licenses button in the merge request widget and in the pipeline view for License Management that links to the settings page where the list of configured licenses is shown.

• The button is shown only if users have permissions to manage licenses.
• The gap between “View full report” and “Manage licenses” is 8px because they are related.
• The gap between “Manage licenses” and “Collapse” is 16px.

The same should be done at the pipeline level.
