Artifacts are expiring immediately

Summary

Jobs with artifacts, that do not have explicitly set expire_in in the YAML, are removed almost immediately right after they are uploaded (~10 seconds). The default artifact expiration was set to "30 days".

Steps to reproduce

1. Have .gitlab-ci.yml with job producing artifacts.
2. Ensure that job.artifacts.expire_in is not set (default)
3. Ensure that the default job expiration is set to 0 (non-expiring)
4. Do repo changes and/or trigger the job
5. Change the default job expiration is set to "30 days"
6. Do repo changes and/or trigger the job
7. Observe artifacts expire for recent job

Artifacts are removed after ~30 seconds, even when the default is set to 30 days.

What is the expected correct behavior?

Expire artifacts in 30 days, as the default is set.
