Create epic to solve security vulnerabilities from group-level Security Dashboard

Problem to solve

The group-level Security Dashboard group vulnerabilities of all the projects in a group. If users want to create an issue to solve the problem, they should expand the list and open one issue for each project involved. We can make it simple to create an epic to collect all those issues in one single place.

Proposal

In the Security Dashboard at the group-level, add buttons to create an epic. It automatically creates an issue for each project where the vulnerability has at least one occurrence, and adds all those issues to the epic.
