This is a typical GitLab flow for EMs.

Step	Visual	Existing feature, issues
PM and EMs have done a first pass of issues assigned to a milestone, applying the team label, Deliverable, and Stretch
Backend and Frontend EMs review issues, applying backend, frontend, and other labels as necessary
EM estimates available capacity per team member
EM assigns engineers to issues, paying attention to issue priorities and capacities
EM and PM move unassigned issues out of the milestone
