Charts showing issues created and closed

Description
- Create charts similar to the ones above within GitLab.
- Scoped to a GitLab group, so that you can have maximum flexibility. So it would be a page within a GitLab group.
- In the first iteration, we would show you a UI where you can enter an issue scoping (more below), and it would generate the chart for you.
- In the future iterations, we would allow you to save these selections and even have a dashboard with multiple charts.
- In this first iteration (which might be a few issues), we would consider issues open in a particular month (one chart) and issues closed in a particular month (another chart). The time axis would be the past 12 months.
- We would create a stacked bar chart. So the issue scope would be our generic issue search bar right now, and the stacking would be per label. So you would get something like the following mockup below. Note that the generic issue scope can select on anything. In the example below, it even selects on assignee. But for the stacking, we limit to labels.
