Project imports into wrong namespace

Summary

When importing a project into a specific namespace, the project is imported into the user's namespace instead of the one selected.

Steps to reproduce

  1. Export a project from gitlab
  2. Import the project into a new repo and select a target namespace

What is the current bug behavior?

Import does complete but the project is not located in the target namespace

What is the expected correct behavior?

Project should be imported into the target namespace
