Show current utilization in User Statistics

Problem to solve

admin/dashboard/stats shows a breakdown of users on the instance. This view breaks down the TOTAL users, including non-active and bot users. For an administrator looking to understand see a current summary of users, this isn't a helpful view.

Proposal

• Allow an admin to filter admin/dashboard/stats by currently active users.
• Add "total" or "all-time" to the default "all users" view for clarification.

Given the completed design in https://gitlab.com/gitlab-org/gitlab-ee/issues/7052, I don't think this is needed. The problem here seems to be addressed in this design, and I don't think we need to consider surfacing this information elsewhere.

@cperessini, I think we might consider making sure the information in admin/dashboard/stats (the User Statistics) is captured in https://gitlab.com/gitlab-org/gitlab-ee/issues/7052.

I'm not sure if that design explicitly captures this information. We can open another issue for this, but User Statistics currently shows:

• Number of of total users (we have this in the new design)
• Number of admin users (not sure if this is in the new design, but this can be found in the Users table under the Admin tab)
• Number of users with highest role {owner, maintainer, developer, reporter, guest} (not sure if this is in the new design)

Once we make sure this information is included elsewhere, I say we remove the User Statistics page.
