Download Epics as CSV in the UI

Problem to solve

Epics cannot be exported into a CSV via the UI - You can only export via the API. This is not consistent with issues.

As a program manager, it would be helpful to export epics into a CSV to be reviewed outside of GitLab.

What does success look like, and how can we measure that?

Ideally, this export would contain all the metadata for the Epic and all the associated issues attached to it.
