Allow users to configure whether MR approvals send chat/webhook notifications

Problem to solve

It would be nice if we could optionally disable Slack notifications about MR approvals as some teams don't particularly care about this (just when it's opened/merged) and it creates unnecessary noise when approvals are enabled.

There's potentially some overlap here with https://gitlab.com/gitlab-org/gitlab-ce/issues/32910
