Providing an encoding selection option when exporting issues to csv

Problem to solve

Unicode character corruption on Windows (any software which does not support the utf8).

The 'Export as CSV' feature is a great one. However, GitLab only support utf8 encoding for multibyte characters, those exported issues with multibyte characters are showing as corrupted when the CSV file is opened by Excel. Apparently, Excel doesn't support the utf8 encoding as default.

Proposal

It would be great if there is a choice of encoding.

  • CP949 for Korean.
  • CP936 for Simplified Chinese.
  • ShiftJIS for Japanese.

Using iconv tool would be good enough.
