Geo - Make Geo repository verification flag opt out by default

The Geo repository verification feature is currently disabled by default. To enable it, you have to know to run Feature.enable(:geo_repository_verification). Since it's proven itself during the GCP Migration, I propose to make the repository verification flag opt-out by default so everyone can benefit and disable it if needed.
