Hashed storage specs use development repositories

This one spec/services/projects/hashed_storage/migrate_attachments_service_spec.rb:16, and I suspect some other, depend on what we have in repositories directory in local GDK. As we use Project ID to chose the actual name of a hashed repo, the collision with development env is possible and very likely (about 100%)
