Extract EE specific files/lines for Discussion app/finders

We have the following files containing EE specific code. We should move them to ee/

• app/finders/issuable_finder.rb (Just pick EE?)
• app/finders/issues_finder.rb (Already has EE module)
• app/finders/merge_requests_finder.rb
