Unable to create a seated user after Gitlab 11 update

Summary

Any new user seems to be a guest

Steps to reproduce

Create user, it's a guest (btw: UX doesn't make it clear there is a way to create a guest), now try to make user a seated user (not really sure how to), sure up still shows 0 users above license seats

What is the current bug behavior?

Unable to make user a seated (reporter)

What is the expected correct behavior?

Should be able to
