Show the administrator the maximum usage and the licensed usage continued

My proposal is to have a screen in the admin dashboard that shows three items with the corresponding three items (each with a title, number, text):
- users in license | 310 | Your license is valid from 2016-07-13 until 2017-07-12. The true up model allows having more users, these users will incur a retroactive charge on renewal.
- maximum users | 450 | The is the highest peak of users on your installation since the license started and this is the minimum number you need to purchase when you renew your license.
- users over license | 140 | The true up model has a retroactive charge for these users at the next renewal. If you want to update your license sooner to prevent this please contact sales@gitlab.com
- link the word 'true up model' to a comprehensive true-up FAQ with clear examples, pay attention to the fact that you have to buy for the maximum number of users in the last year, not the current amount
- highlight the users over license when it is more than 50% of the license count
- the license screen should show the same information
There should be no no popup, no red colors, no nagging, etc.
