Move Code Quality to from Security Products to CI/CD

As previously agreed, we will move back ~"code quality" related features from ~"Security Products" to ~"CI/CD".

This implies the following steps:

• change the team label on ~"code quality" issues from ~"Security Products" to ~"CI/CD"
• check that ~"code quality" issues are in ~"devops:verify" stage
• update the website (vision, direction, features, etc.) to reflect the change
