MCP has no tool to look up a user's recent activity

Problem

Agents can look up a user with get_user, but not what that user has been doing. Questions like "has this person been active recently?" or "what did they comment on this week?" need the user events API. search with the notes scope can't filter by author either.

Proposal

1. Add list_user_events (or an include: events option on get_user), returning recent events such as comments, pushes and merge request actions, with date and target type filters, and respecting the visibility rules of the existing events API.
2. Add an author filter to search for the notes scope.

Open questions for engineering

• Privacy: which events should be visible through MCP, and whether this should be limited to the authenticated user or members of shared groups.
