Mark Ubuntu 22.04 as deprecated in the deprecations docs

Ubuntu 22.04 reaches EOL on 1 June 2027, so GitLab 19.11 is the last version with packages for it.

Add a deprecation entry for Ubuntu 22.04 under data/deprecations/, then run bin/rake gitlab:docs:compile_deprecations to update https://docs.gitlab.com/update/deprecations.
