[FF] limit_labels_per_work_item -- set default_enabled: true for self-managed

Summary

Follow-up to the rollout issue #629454 (closed). Once limit_labels_per_work_item is at 100% on GitLab.com and stable, open an MR that sets default_enabled: true in the flag definition so self-managed and Dedicated instances get the 100-label limit on work items by default.

Feature: #606182 (closed) Introducing MR: !253768 (merged) Flag actor: resource_parent.root_ancestor (top-level group)

Tasks

  • Confirm the flag has been enabled at 100% on GitLab.com for at least one full release without issues (check the events/exceptions links in #629454 (closed))
  • Open an MR changing default_enabled: false to default_enabled: true in config/feature_flags/gitlab_com_derisk/limit_labels_per_work_item.yml (or wherever the definition lives)
  • Add a changelog entry (Changelog: changed or added as appropriate)
  • Update the docs feature flag history/version note so it reflects the flag being enabled by default
  • Verify the limit error ("Cannot add more than 100 labels to a work item.") surfaces correctly via REST, GraphQL, and the /label quick action with the default-enabled flag
  • Rollout issue: #629454 (closed)
  • Next step: remove the flag entirely (see linked follow-up issue)
