Validate fk_28a1244b01 on project_group_links after orphan cleanup

Validating fk_28a1244b01 (project_group_links.group_id -> namespaces.id) is blocked by orphaned rows whose group_id references a namespace that no longer exists or is not a group.

!259047 deletes those rows in a post-deployment migration. Once it has run everywhere, validate the constraint:
