Comments/notes on work items intermittently disappear after posting (return after refresh)

Summary

A newly posted note/comment on a work item sometimes disappears right after posting, then reappears after a refresh — so it was saved, this looks like a read/display issue rather than data loss. Reported on and off for months.

• Bruno Cardoso: posted a large comment, it disappeared, refresh brought it back.
• Bonnie Tsang: same intermittent issue, "quite interruptive."
• Alexandru Croitor: sees it himself, more on MRs but also work items; unsure if related to Vue3.

#535280 (closed) — similar symptom, fixed by pinning the DB session so the load balancer didn't route reads to random replicas. Potential root cause (unconfirmed): the notes.updated subscription got that same session-pinning fix; notes.created doesn't appear to have it. A post-create read landing on a lagging replica would match this symptom.
